After upgrading to latest Windows Live Mail, email from blocked senders is no longer sent to Junk. How do I fix this?

After upgrading to latest version of Windows Live Mail, email from blocked senders is not moved automatically moved to the Junk folder.
The original list of blocked senders was deleted during the upgrade, but I have recreated this - however nothing moves
to the Junk folder unless I manually flag a message as Junk.
How do I fix this? [Windows 7]
 
Using POP3 email accounts - everything fine until upgrade.

For some users, the junk filters don't work on a new installation.
A repair usually kick-starts them.
With all Windows Live programs closed, type
wlarp into the start search box and press Enter.
In the window that opens, select
Repair...  When it's finished, reboot the computer, then launch WLMail and test.

Boot in Safe Mode:

• Open Run command as previously described
• Type MSConfig
• Click on Boot tab
• Tick Safe boot in Boot option
• Select Network
• Click Apply and OK
• Reboot your system

Your system will boot in Safe mode with Networking. You may now try and open Windows Store and should not see any errors.
