Running Win7; Home Prem 32Bit.    Over the past 3 to 4 months I have seen posting regarding this same issue, so it is an obvious issue with Win 7.
Has anyone come up with the cause and resolution?  I realize I could just power off the Ext.
USB HD....or, turn off AutoPlay...but that would be a "Bandade" fix, not a Fix.  I have not changed, altered, deleted, added anything to this PC.....the only changes
have been Win and Office Updates.....    I ran Win7 for almost 8 mos and all was fine....this AutoPlay issue has only been encountered for the past 3 to 4 mos.

·        What are the updates that you installed on the system after which the issue started?
 
There is no other way you can disable the Autoplay function on the system, either you can disable it manually as I and Bash boyz has mentioned or through the registry.
I would suggest you to run the fix it that is mentioned in the article
given below (for windows 7).

Open Action Center by clicking the Start button Picture of the Start button, clicking Control Panel, and then, under System and Security, clicking Review your computer's status.
