Troubleshooter of Error: An Ownership or Permissions Issue?

An Ownership or Permissions Issue?

An install of my Access XP program on a Win7 laptop has not gone well.
Ive asked in the Access forum and they gave up.
Basically the Dll's are all failing to load or fire as normal.
even ones associated with the Access software, like the Tools wizard.
see the discussion link here:

I copied the mdb file back from the Win7 machine to my XP machine and my program works fine..
so Iam suspecting its a permissions issue.
The nice lady on the Access forums mentioned it could be related to the famous TrustedInstaller issue?

Anyone run across this before?
