3rd Hard Drive not assigned drive letter although system recognizes it is there.

The Bios, device manager, and Intel Matrix storage console all recognize a 3rd hard drive, but computer will not assign a Drive Number to it.  I have tried 2 different hard drives with same problem.  I also updated drivers and installed the Intel Matrix
console, and even switched around the SATA ports they connected into (with the exception of the main drive in SATA 0).   I own a HP DC7900 Business if that helps.  The computer technically is a few years old but it seems this one is new (or practically so)
with a pristine board and case and devices and everything tests O.K.  The unit came with an 80gb hard drive (currently on the shelf waiting for another computer once it is repaired) which had a Linux system installed.  I booted it out of curiosity (I need
Windows 7 64, not Linux) and oddly it recognized and gave drive letters for all hard drives.  I might play with it in the other computer later, but outside of the fact that it did work with 3 hard drives and Windows 7 64 is having troubles with it along with
all the other evidence, shows that it is a software issue and not a hardware issue.  It has 3 hard drives and a SATA DVD Burner installed.  At the moment, I have switched the DVD drive and the hard drive which the device manager shows is there, but refuses
to assign a drive letter to.  It is formatted and worked beautifully in the other system before it suffered a PS failure.  The 80gb drive which came with it did the same exact thing that the 320gb Seagate Barracuda drive is doing.  Once I reinstalled Windows
7 64, it refused to recognize any 3rd drive.  It just can't be a hardware issue considering the evidence.  So, since Windows already recognizes the drive, is there any way that I can coax it into actually letting me use it?  It has a pretty important archive
on it that I need.  Thank you.
