Can't start in Classic MSN, and location is wrong...

Ok, so here's what's going on.
I have changed my default page in Internet Options to http://hp13.us.msn.com/?ocid=msnclassic (I have also used http://www.msn.com/?ocid=msnclassic)
But still everytime I open the browser, as it is opening you see THIS address in the bar, but as soon as it loads, it "redirects" to http://t.msn.com/ ...which is that lame "Metro" Windows 8 Box style page!?!? On the page is a tab marked "page options"
and you can select "Go to Classic MSN".
When you do, it takes you to the address I have listed as my start page...
WTF? Why the redirect!?!?
I have even double checked all pertinent registry keys, and they show MY start page, but it still goes to the dumb "Metro" page (note: If I use http://www.msn.com/?ocid=msnclassic --> it goes to http://t.msn.com - If I use http://hp13.us.msn.com/?ocid=msnclassic
--> it goes to http://t.hp13.us.msn.com ...what's with the "T" and again, what's with the redirect!?!?
Another thing: It shows our local weather as Casa Grande, and we live in Tucson.
When we edit that, delete Casa Grande and select Tucson, and SAVE it...
it stays that way only until the next time IE is opened.
Anyone know how to change/solve this? Even Hackers...
if there is a .dll or .dat or .ins file or something I have to edit, help me out.

All I know is it should NOT be doing this, and Microsoft Tech Support is stumped and have tried EVERYTHING, including re-installing IE, clearing my SSL Certificates, just about anything you can think of.
I have a feeling, only a true hacker is gonna figure
this one out, and I have tried everthing that I can think of...
