COUNTIF less than DATE in cell

This is my current formula =COUNTIF(C:C,"<5/01/2010")
Every month I need to manually update the formula in a lot of cells  So instead I entered the date in cell A1 and changed the formula to =COUNTIF(C:C,"<$A$1") but it doesn’t seem to work I get back 0
Please help
