Which website are you trying to download from?
What version of Internet Explorer (IE) is installed on your computer?
In the meantime, try configuring the setting below in Internet Explorer.
Step1: Enable Active Content on the computer.

Delete Browsing History.

3.       In Delete Browsing History area, click
Delete.

Method 2: Reset security settings for Internet Explorer
1.       Open Internet Explorer.

2.       Click Tools, and then click
Internet Options.

3.       Click the Security tab.
4.       Click Reset all zones to default level, and then click
OK.
After you do this, test Internet Explorer to verify that it works correctly.
If issues still occur, try Method 3.
Method 3: Start Internet Explorer in "No Add-ons" mode
To start Internet Explorer in "No Add-ons" mode,
1.       Click Start >
All Programs.
2.       Point to Accessories >
System Tools
3.       Click Internet Explorer (No Add-ons).
To continue to your home page, click the
Home button.

If the problem does not occur after you use this method, use Manage Add-ons to determine which add-ons are causing the problem.
To do this, follow these steps:
1)       Click Tools on the Internet Explorer toolbar, and then click
Manage Add-ons.

2)       Click the name of the add-on at the top of the
Toolbars and Extensions list, and then click Disable.
3)       Click Close, and then test Internet Explorer.
4)       If the problem still occurs, open
Manage Add-ons, enable the add-on that you disabled in step 2, and then repeat steps 1 through 3 for the next add-on in the
Toolbars and Extensions list.

5)       Repeat steps 1 through 3 until the problem is resolved or until all the add-ons have been tested.

Step 4: Reset Internet Explorer settings
This brings IE to its default configuration.
To reset Internet Explorer settings, click the fix it provided in the knowledge base link below.
Important:
Please note that running RIES (Reset Internet Explorer Settings) will reset all user-defined settings including those set by installed extensions, toolbars and other add-ons to IE Defaults.
This includes all Security, Privacy and Zone settings.
Also
this will clear browsing history, delete all temporary Internet Files, cookies, form data and especially all stored passwords.

On running the System Update readiness Command, it will Detect & Replace Incorrect Registry data with the Correct one. Which may ultimately Solve Download error message "A semi colon character was expected" in Windows.

Open CMD as Administrator by Simply Right Clicking on Start button > Command Prompt (Admin).
Now Type or Copy paste "DISM.exe /Online /Cleanup-image /Scanhealth" and hit Enter,
