Can't access any admin or user accounts following partition extension

I can no longer access any of the accounts in Windows 7 Professional.
Low disk space warnings had started to appear.
Letting Windows attempt to clean out unneeded files did not release enough space.
After extending the Windows partition, none of the desktops
could be reached.
After logging in to the Administrator account, "Preparing Destop" appeared for several minutes.
Then the screen went solid blue, no message of any kind.
If a user account was selected, the screen flashed a couple of times, then "Logging Off"
appeared and back to the screen with the account icons.
I tried repairing the installation several times.
No errors are reported.
I have also tried the bootrec commands /fixmbr, /fixboot, and /rebuildBCD.
The first two completed OK, but I noticed that the
third returned the message "Total identified Windows installations: 0.
Is there a way to save this installation, or will I have to start from scratch?
